WEBVTT 00:00:00.000 --> 00:00:02.960 So I was driving into work one morning along 00:00:02.960 --> 00:00:06.080 the Mississippi running that, you know, that 00:00:06.080 --> 00:00:08.380 stretch that's between Wisconsin and Minnesota. 00:00:09.279 --> 00:00:12.759 Normal commute radio on as usual, because, you 00:00:12.759 --> 00:00:15.300 know, I got to monitor the station I work for. 00:00:15.380 --> 00:00:19.800 And at some point I realized I wasn't listening 00:00:19.800 --> 00:00:26.960 to my my local station anymore. I was listening 00:00:26.960 --> 00:00:36.549 to KFAI out of Minneapolis 90 .3 FM about 180 00:00:36.549 --> 00:00:42.530 miles north it was on the same frequency KFAI 00:00:42.530 --> 00:00:50.109 was running in HD and the transmitter for my 00:00:50.109 --> 00:00:56.030 local 90 .3 had recently shut its HD down so 00:00:56.030 --> 00:01:01.490 the receiver found the only signal The only digital 00:01:01.490 --> 00:01:05.629 signal it could on that frequency It grabbed 00:01:05.629 --> 00:01:13.329 it and it played Minneapolis KFA I Now I'm a 00:01:13.329 --> 00:01:19.370 broadcast engineer. I knew about HD radio Hijacking, 00:01:19.950 --> 00:01:23.590 you know, I knew what it was before That event 00:01:23.590 --> 00:01:26.370 took place that morning. I heard about it, you 00:01:26.370 --> 00:01:31.409 know through presentations at the WBA broadcasters 00:01:31.409 --> 00:01:36.230 clinic. I understood how it works, the concept, 00:01:36.730 --> 00:01:39.010 and I still sat there in my car for a second 00:01:39.010 --> 00:01:44.030 going, wait, hang on, that's not right. The gap 00:01:44.030 --> 00:01:48.469 between knowing how something works and having 00:01:48.469 --> 00:01:52.030 it happen to you in real life is where this episode 00:01:52.030 --> 00:01:54.799 is going to live. This is the Tyler Woodward 00:01:54.799 --> 00:01:57.459 project. I'm Tyler Woodward and today I'm talking 00:01:57.459 --> 00:02:03.239 about HD radio the HD radio digital capture or 00:02:03.239 --> 00:02:07.480 HD radio Hijacking as some people call it, you 00:02:07.480 --> 00:02:10.419 know what it is why it actually happens and what 00:02:10.419 --> 00:02:15.580 it means for any station that doesn't have a 00:02:15.580 --> 00:02:19.520 digital signal defending its frequency Quick 00:02:19.520 --> 00:02:22.159 disclaimer as usual though everything here is 00:02:22.159 --> 00:02:24.900 from my own point of view Not the position of 00:02:24.900 --> 00:02:27.979 any station I work for or any organization that 00:02:27.979 --> 00:02:31.139 I'm affiliated with These are my opinions from 00:02:31.139 --> 00:02:42.939 my point of view For folks that don't work in 00:02:42.939 --> 00:02:45.539 the engineering side of radio or you know want 00:02:45.539 --> 00:02:48.580 to peek behind the curtain, this is how it works 00:02:48.810 --> 00:02:52.889 HD radio is a hybrid system. A radio station 00:02:52.889 --> 00:02:55.930 keeps its regular analog FM signal that it's 00:02:55.930 --> 00:03:00.050 always had, but it also transmits a set of digital 00:03:00.050 --> 00:03:03.430 carriers right alongside it, on the same channel, 00:03:03.870 --> 00:03:06.949 not a separate frequency, right there, on both 00:03:06.949 --> 00:03:11.409 sides of the analog signal. Like, parentheses, 00:03:12.310 --> 00:03:15.289 I guess is the best way I can put that, gives 00:03:15.289 --> 00:03:19.060 you a visual. The digital carriers run at a fraction 00:03:19.060 --> 00:03:24.020 of the analog power at standard levels roughly 00:03:24.020 --> 00:03:28.060 1 % of what the analog transmitter itself is 00:03:28.060 --> 00:03:33.199 putting out. The pitch when this system was designed 00:03:33.199 --> 00:03:38.180 was that the digital would be quiet enough to 00:03:38.180 --> 00:03:40.740 be invisible to receivers that couldn't read 00:03:40.740 --> 00:03:44.960 it. loud enough that HD capable receivers could 00:03:44.960 --> 00:03:48.919 lock on to that signal. An HD radio receiver 00:03:48.919 --> 00:03:53.919 is designed to prefer the digital signal over 00:03:53.919 --> 00:03:57.340 the analog signal. That preference is the feature. 00:03:58.520 --> 00:04:01.479 Digital obviously sounds a little better. It's 00:04:01.479 --> 00:04:04.620 cleaner, no static, no multi -path issues, and 00:04:04.620 --> 00:04:08.159 that's the whole argument for the system. So 00:04:08.159 --> 00:04:12.139 the receiver looks for Digital first over the 00:04:12.139 --> 00:04:16.959 analog Now if it finds the digital carrier on 00:04:16.959 --> 00:04:20.199 that frequency it locks on It doesn't check whether 00:04:20.199 --> 00:04:22.980 that digital signal is from your local station. 00:04:23.060 --> 00:04:27.199 It just latches on to it So when my local 90 00:04:27.199 --> 00:04:30.459 .3 had its HD running my receiver grabbed it 00:04:30.459 --> 00:04:34.459 from my local stations digital signal Fine, it 00:04:34.459 --> 00:04:36.639 worked as designed. That's how it's supposed 00:04:36.639 --> 00:04:42.480 to work the moment though that by 90 .3 shut 00:04:42.480 --> 00:04:45.860 its HD down while the local digital signal was 00:04:45.860 --> 00:04:51.300 gone and KFAI's HD1 signal 180 miles north on 00:04:51.300 --> 00:04:54.740 the same frequency was sitting right there waiting 00:04:54.740 --> 00:04:58.680 for someone to grab it. My receiver found it. 00:04:58.680 --> 00:05:01.800 It locked on and played me Minneapolis for the 00:05:01.800 --> 00:05:06.730 drive in. I knew the HD was off. I had not fully 00:05:06.730 --> 00:05:09.569 thought through what that meant for the morning 00:05:09.569 --> 00:05:12.370 commute until that happened that very morning. 00:05:14.269 --> 00:05:17.930 Let's talk about co -channel stations. Two stations 00:05:17.930 --> 00:05:21.509 on the same frequency in different cities. They're 00:05:21.509 --> 00:05:25.350 protected from each other by distance. The FCC 00:05:25.350 --> 00:05:30.209 spaces them out just far enough that in normal 00:05:30.209 --> 00:05:34.189 analog propagation, The weaker signal fades before 00:05:34.189 --> 00:05:37.269 it reaches the other station's listeners. That 00:05:37.269 --> 00:05:40.829 math, I mean, it's worked for decades. It's built 00:05:40.829 --> 00:05:47.209 for, lack of a better word, the analog era. An 00:05:47.209 --> 00:05:51.449 HD receiver, it's not comparing analog field 00:05:51.449 --> 00:05:53.910 strengths, it's looking for that digital carrier 00:05:53.910 --> 00:05:56.629 sitting out there in the open. And a digital 00:05:56.629 --> 00:06:00.790 carrier travels differently than the analog signal 00:06:00.790 --> 00:06:06.519 strength. a powerful station running HD can extend 00:06:06.519 --> 00:06:11.180 its digital influence further into the surrounding 00:06:11.180 --> 00:06:15.579 territory than the traditional co -channel protection 00:06:15.579 --> 00:06:19.259 distance assumes in the rule book, especially 00:06:19.259 --> 00:06:23.860 when the local station isn't running HD at all, 00:06:24.040 --> 00:06:27.540 which was in my case. No local digital signal 00:06:27.540 --> 00:06:30.750 means no competition to fight. fight off that 00:06:30.750 --> 00:06:34.649 intruding HD1. The receiver finds whatever digital 00:06:34.649 --> 00:06:37.810 signal it can reach on that frequency and that's 00:06:37.810 --> 00:06:41.930 what you're going to hear. Now, I should point 00:06:41.930 --> 00:06:48.209 out that in my vehicle, my Subaru Forester, when 00:06:48.209 --> 00:06:54.319 I lost my 90 .3 and locked on to 90 .3 Out of 00:06:54.319 --> 00:06:57.300 the cities that was broadcasting HD1, one option 00:06:57.300 --> 00:07:00.480 I do have in my vehicle is I can turn HD radio 00:07:00.480 --> 00:07:05.980 off. There is a button to disable HD radio. So 00:07:05.980 --> 00:07:10.100 I could turn it off and go right back to my local 00:07:10.100 --> 00:07:16.800 90 .3. But think of this coming from a, you know, 00:07:16.839 --> 00:07:19.759 a regular everyday person who just wants to listen 00:07:19.759 --> 00:07:22.620 to the radio on their way in to work on their 00:07:22.620 --> 00:07:26.389 commute. They may not know that and now you've 00:07:26.389 --> 00:07:28.990 accidentally lost the listener that latched on 00:07:28.990 --> 00:07:34.930 to someone else's HD1. A broadcast consultant 00:07:34.930 --> 00:07:39.910 did modeling on this for NPR labs. He worked 00:07:39.910 --> 00:07:43.250 out the field strength threshold at which a distant 00:07:43.250 --> 00:07:46.189 co -channel station's digital signal crosses 00:07:46.189 --> 00:07:51.970 into capture territory, the hijacking territory 00:07:51.970 --> 00:07:56.350 around You know he estimated around 35 to 40 00:07:56.350 --> 00:07:59.129 micro volts per meter that really gets into the 00:07:59.129 --> 00:08:01.029 nerdy stuff that I'm not really gonna get into 00:08:01.029 --> 00:08:04.769 on this episode But if a listener is inside that 00:08:04.769 --> 00:08:09.050 window and a local station isn't running HD the 00:08:09.050 --> 00:08:13.410 distance station gets the listener So my drive 00:08:13.410 --> 00:08:16.310 along the Mississippi that morning put me squarely 00:08:16.310 --> 00:08:22.970 in that window And we should point out, my situation 00:08:22.970 --> 00:08:26.509 is not unusual. There's a small community FM 00:08:26.509 --> 00:08:31.050 in Asheville, North Carolina, WPVM. It's 100 00:08:31.050 --> 00:08:35.429 watts at 103 .7 that has been getting captured 00:08:35.429 --> 00:08:41.809 by WSOC out of Charlotte for years. Some, the 00:08:41.809 --> 00:08:46.610 same frequency, WSOC is 100 ,000 watts, about 00:08:46.610 --> 00:08:51.889 100 miles away. The WPVM general manager found 00:08:51.889 --> 00:08:55.049 out about it in 2021 when she bought a new car 00:08:55.049 --> 00:08:59.529 with an HD radio tuner. Her screen was showing 00:08:59.529 --> 00:09:03.450 WSOC's call letters and album art, Charlotte's 00:09:03.450 --> 00:09:06.350 music, Charlotte's branding on her receiver inside 00:09:06.350 --> 00:09:11.070 her city. She reported it to radio world. Xpery, 00:09:11.169 --> 00:09:14.750 the company that owns the HD radio technology 00:09:14.750 --> 00:09:20.730 said they had received no official report and 00:09:20.730 --> 00:09:25.470 couldn't comment without one. The Buffalo case 00:09:25.470 --> 00:09:31.450 is different and maybe more instructive about 00:09:31.450 --> 00:09:35.629 the mechanics of this whole thing. WDCX is a 00:09:35.629 --> 00:09:38.850 big station running HD around Christmas 2022. 00:09:39.470 --> 00:09:44.309 Their own HD carrier failed. When it did, listeners 00:09:44.309 --> 00:09:47.850 started picking up a Canadian co -channel station 00:09:47.850 --> 00:09:52.649 instead. WDCX's own digital signal was the only 00:09:52.649 --> 00:09:55.450 thing holding the territory against the Canadian 00:09:55.450 --> 00:09:59.570 station. When the carrier went down, even just 00:09:59.570 --> 00:10:04.789 briefly, the ground was open for the taken. That's 00:10:04.789 --> 00:10:09.129 what I was dealing with on a smaller scale on 00:10:09.129 --> 00:10:13.700 my drive in that chilly fall morning. The moment 00:10:13.700 --> 00:10:19.019 the local HD went dark, the frequency was up 00:10:19.019 --> 00:10:25.200 for grabs, digitally. In KFAI, a legitimate well 00:10:25.200 --> 00:10:29.580 -run station 180 miles away didn't do anything 00:10:29.580 --> 00:10:33.620 wrong. Their signal was just there. The receiver 00:10:33.620 --> 00:10:36.600 found it and locked onto it exactly what it was 00:10:36.600 --> 00:10:43.480 supposed to be doing. The problem here is more 00:10:43.480 --> 00:10:48.000 to do with the math. The WSOC's digital sidebands 00:10:48.000 --> 00:10:51.779 at let's say standard injection levels are putting 00:10:51.779 --> 00:10:56.220 out roughly maybe a thousand watts of digital 00:10:56.220 --> 00:11:03.700 energy. That is 10 times WPVM's entire transmitter 00:11:03.700 --> 00:11:08.200 output. And my local situation is not, you know, 00:11:08.600 --> 00:11:12.940 not that extreme compared to that. KFAI is it's 00:11:12.940 --> 00:11:16.340 a community station, not a clear channel giant, 00:11:17.679 --> 00:11:22.080 but the principle behind this is the same. A 00:11:22.080 --> 00:11:26.259 station with more transmitter power has more 00:11:26.259 --> 00:11:31.559 digital territory. A station with no HD has zilch, 00:11:32.059 --> 00:11:37.080 nothing, nada. The FCC has been moving in one 00:11:37.080 --> 00:11:40.929 direction on this. In 2010, they... they raised 00:11:40.929 --> 00:11:44.830 the allowed HD digital power ceiling. In late 00:11:44.830 --> 00:11:49.090 2024, they approved asymmetric sideband operation, 00:11:49.210 --> 00:11:52.669 which let stations run more digital power on 00:11:52.669 --> 00:11:56.970 one side of their channel than the other. Every 00:11:56.970 --> 00:12:00.409 one of these decisions benefits stations with 00:12:00.409 --> 00:12:06.110 the capital to upgrade their transmission system 00:12:06.110 --> 00:12:10.740 and equipment over to digital. Now let's talk 00:12:10.740 --> 00:12:15.080 about the low power FM's the LP FM's they can't 00:12:15.080 --> 00:12:19.519 run HD Most community stations can't run HD the 00:12:19.519 --> 00:12:22.440 equipment costs. I mean, that's a struggle the 00:12:22.440 --> 00:12:25.139 engineering requirements and the know -how to 00:12:25.139 --> 00:12:29.960 operate it is real so they show up to the frequency 00:12:29.960 --> 00:12:33.600 without a digital signal and Literally have no 00:12:33.600 --> 00:12:37.200 protection against the station that does the 00:12:37.200 --> 00:12:41.610 FCC They've received hundreds of I Bach interference 00:12:41.610 --> 00:12:45.649 complaints since HD radio launched They have 00:12:45.649 --> 00:12:50.470 never acted on a single one that I could find 00:12:50.470 --> 00:12:57.509 Now here's what I keep coming back to KFA I They 00:12:57.509 --> 00:13:00.629 didn't do anything wrong. All right, so let me 00:13:00.629 --> 00:13:02.330 set the record straight. They didn't do anything 00:13:02.330 --> 00:13:06.649 wrong my car It didn't malfunction The receiver 00:13:06.649 --> 00:13:10.409 did exactly what it was designed to do nobody 00:13:10.409 --> 00:13:14.990 in this story is the bad guy What the story is 00:13:14.990 --> 00:13:18.090 about is what happens when you design a standard 00:13:18.090 --> 00:13:21.129 around the broadcasters funding its development 00:13:21.129 --> 00:13:24.929 Approve it without competitive evaluation and 00:13:24.929 --> 00:13:28.889 then slowly expand its power ceiling for decades 00:13:28.889 --> 00:13:33.049 while the secondary services it disadvantages 00:13:33.389 --> 00:13:37.549 have no regulatory path to complain or object. 00:13:39.149 --> 00:13:43.169 HD radio was selected by the FCC back in 2002 00:13:43.169 --> 00:13:47.129 as the de facto U .S. digital radio standard. 00:13:48.009 --> 00:13:51.330 One company's proprietary system, iBiquity, now 00:13:51.330 --> 00:13:54.710 Xpery, backed by the major broadcast groups. 00:13:55.429 --> 00:13:58.330 The major broadcast groups, they ran pilots. 00:13:58.769 --> 00:14:01.429 The system got built around their infrastructure 00:14:01.429 --> 00:14:09.470 and their power levels. LP FM stations are considered 00:14:09.470 --> 00:14:13.990 secondary services. That is a specific regulatory 00:14:13.990 --> 00:14:16.929 category that means basically you get what's 00:14:16.929 --> 00:14:19.409 left over and you don't get the file complaints 00:14:19.409 --> 00:14:24.669 against the primary services. The interference 00:14:24.669 --> 00:14:29.730 rules in this area were written for analog to 00:14:29.730 --> 00:14:33.710 analog scenarios. And I mean, they don't cross 00:14:33.710 --> 00:14:37.750 over onto the digital capture slash hijacking, 00:14:38.110 --> 00:14:41.669 which is an interference in the traditional sense, 00:14:41.669 --> 00:14:46.789 I guess. The receiver is working correctly, but 00:14:46.789 --> 00:14:50.409 that also is exactly the problem. I knew that 00:14:50.409 --> 00:14:53.889 morning that our HD was off. That wasn't a me 00:14:53.889 --> 00:14:56.309 decision. That was a company decision was to 00:14:56.309 --> 00:15:00.809 shut the HD radio service down. What I didn't 00:15:00.809 --> 00:15:03.720 think about, but you know, I heard at you know, 00:15:03.899 --> 00:15:07.360 conferences like WBA and through trade magazines 00:15:07.360 --> 00:15:11.139 and publications that HD radio hijacking was 00:15:11.139 --> 00:15:14.919 real. But I hadn't thought through what it meant 00:15:14.919 --> 00:15:17.360 for that little Minneapolis community station 00:15:17.360 --> 00:15:20.080 that was going to be sitting on that frequency 00:15:20.080 --> 00:15:24.279 digitally for anyone in my position driving along 00:15:24.279 --> 00:15:27.899 the river. And maybe we should have. I mean, 00:15:27.940 --> 00:15:30.679 we know this stuff. We just didn't think that 00:15:30.679 --> 00:15:35.450 morning with ducting or whatever that KFAI would 00:15:35.450 --> 00:15:39.830 come in to interfere with my local 90 .3. It 00:15:39.830 --> 00:15:42.529 really caught me off guard because I had heard 00:15:42.529 --> 00:15:45.690 of the concept. I have heard of hijacking, but 00:15:45.690 --> 00:15:49.909 never experienced it. The listeners who don't 00:15:49.909 --> 00:15:53.330 think about this at all have no idea what's happening 00:15:53.330 --> 00:15:56.070 to them. They're wondering where their local 00:15:56.070 --> 00:16:01.490 public radio station went. The WPVM general manager 00:16:01.639 --> 00:16:04.399 Found out because she bought a new car. Most 00:16:04.399 --> 00:16:09.620 LPFM managers didn't get that prompt. There's 00:16:09.620 --> 00:16:12.340 people in Asheville right now hearing Charlotte 00:16:12.340 --> 00:16:17.120 and not knowing it. There's no form to file for 00:16:17.120 --> 00:16:19.480 them though. Nothing goes anywhere. The system 00:16:19.480 --> 00:16:22.360 is doing exactly what it was supposed to do. 00:16:24.919 --> 00:16:30.330 So what all clothes on is this? for the LPFMs 00:16:30.330 --> 00:16:34.049 who can't do digital. Unfortunately, there's 00:16:34.049 --> 00:16:36.429 not a whole lot you can do right now, but advocate 00:16:36.429 --> 00:16:42.610 for turning on digital. But for full power primary 00:16:42.610 --> 00:16:49.669 stations who are not at least running an HD1, 00:16:50.669 --> 00:16:54.330 I would reconsider that. If anything, if you 00:16:54.330 --> 00:16:58.230 have no desire, no plan, no thoughts on ever 00:16:58.230 --> 00:17:01.330 running any additional content channels in HD2 00:17:01.330 --> 00:17:06.869 or in HD3. I mean, at least having HD1 on your 00:17:06.869 --> 00:17:11.769 primary station protects you from this HD radio 00:17:11.769 --> 00:17:15.970 hijacking slash HD radio capturing. It protects 00:17:15.970 --> 00:17:22.369 your contour from unfortunate digital quote unquote 00:17:22.369 --> 00:17:25.849 digital interference. So if anything, I would 00:17:25.849 --> 00:17:28.730 look into at least putting HD1 on the primary. 00:17:29.369 --> 00:17:32.670 If for no other reason other than it sounds better, 00:17:33.509 --> 00:17:37.970 it looks better in your listener's dash and well, 00:17:38.049 --> 00:17:41.869 protects you from the HD radio hijack.
